  • Taiwan has been facing the issue of human trafficking for over a decade with men and children trafficked into the country for forced labor and women for sexual exploitation. People from China, Vietnam, and Cambodia are in the majority for exploitation by human trafficking gangs in the country. Cross strait human trafficking has been the major problem for Taiwan, as its ports have been used as transit points for victims being trafficked from China to the US. In 2012 only, the country identified 462 trafficking victims, of which 152 were victims of labor trafficking and 310 of sex trafficking, most of them Indonesian and Vietnamese. To prevent this, Taiwan will have to invest significantly in surveillance and intelligence technologies such as electronic identification documents, e-passports, automated border crossing systems, and CCTV (closed circuit television) systems during the forecast period.
  • Taiwanese defense imports witnessed substantial growth during the period 2008-2012. Imports in 2008 and 2009 were low due to the delayed deliveries by the US, which was under the pressure from PRC. In 2009, to compensate for the delay of imports by the US, Taiwan started importing engines from Germany. The US resumed the exports of defense equipment to Taiwan from 2010 onwards, which peaked in 2012. Over the period 2013-2018, the US is expected to remain the largest exporter of defense equipment as other countries are reluctant to supply military equipment and antagonize PRC.

[As a consequence of low levels of defense expenditure in the past and demand to modernize its armed forces, Brunei has procured arms directly from foreign suppliers. For instance, in January 2010, Northrop Grumman Corporation was awarded a contract to provide a joint operations center command and control capability, in February 2011 CAE won a contract to develop a state-of-the-art national modeling and simulation center. Additionally, in May 2013, Harris Corp was awarded a US$40 million contract to supply its Falcon III family of tactical communication systems to the Royal Brunei Armed Forces.]

[Brunei's arms imports are dominated by Germany mainly due to the purchase of four Corvette and three offshore patrol vessels by the Brunei Naval forces in 2010 and 2011 respectively. During 2008-2012, 81.7% of the country's arms imports were from Germany, 6.4% from France, 4.5% each from Denmark and the Netherlands, and 2.9% from Sweden. Additionally, Brunei imported military trucks from Malaysia and rocket launchers from Singapore during the review period. Brunei is now looking to forge defense procurement deals with other countries such as the US, China, Ukraine and Indonesia. The country has also shown interest in purchasing air defense systems and naval equipment from Russia.

Ireland deploys 97 military personnel in peacekeeping operations, out of which, 56 personnel are committed to missions in Bosnia and Kosovo.

Ireland imports a majority of its defense equipment from Italy with the latter constituting 34.5% of the country’s defense import market, followed by Switzerland and South Africa, each with shares of 20.7%. Norway and the US are the other two key import partners of the country, with shares of 13.8% and 10.3% respectively. Ireland gives priority to European countries and South Africa for defense equipment imports, and the high level of defense imports from Italy is primarily due to Ireland’s acquisition of six AW139 transport helicopters from AgustaWestland, which is based in Italy. In addition to this, the purchase of 80 Swiss-manufactured Mowag Piranha armored personnel carriers in 2007 and 2008 resulted in Switzerland gaining a higher share in Ireland’s total defense imports. Moreover, the US sold artilleries to Ireland in 2007 and 2008. Furthermore, during the review period, Ireland made an important defense acquisition from South Africa, with the purchase of 27 RG32M light tactical vehicles.
